Bhutan's New Buddhist Constitution

The Kingdom of Bhutan lies nestled in the Himalayas between India and China. It has an official religion: Tantric Buddhism. The country, which has long isolated itself from outside influences, has begun to open up.

On a recent visit, commentator Paul Rosenzweig witnessed the unveiling of Bhutan's new draft constitution. The document incorporates the ethics -- and humanistic goals -- of Buddhism. Rosenzweig is a senior fellow at the Heritage Foundation.
