College tuition costs are rising around the country, leading to many suggestions about the issue of affordability. One group in Idaho are now backing a proposal of a tuition freeze, which would prevent schools from increasing the cost of schooling. Idaho EdNewsreporter Kevin Richert explains how this issue is shaping up to be a debate going into the 2020 legislative session.
