Idaho Literacy Proficiency Struggles To Reach Targeted Mark

The Idaho State Board of Education has targeted literacy proficiency as a metric that needs to improve throughout the Gem State. However, their efforts have failed to reach the targeted goals, with under half of all kindergarten and first graders and under two thirds of second and third graders reaching proficient levels.
